Currently serving as an Executive in one of the fastest-growing regions in the country, Thomas brings a unique perspective to leadership - one built from experience at every level of an organization. He began his career on the front lines and worked his way through increasingly complex leadership roles to the executive level. That journey shaped his belief that the leadership models of yesterday aren't enough for the organizations of tomorrow.

A seasoned keynote and conference speaker, Thomas has presented to audiences across Texas and nationally. Recent engagements include the Austin Contractors & Engineers Association 2026 Symposium, Institute for Leadership in Capital Projects Texas Public Owners Forum, International City/County Management Association Government Reimagined National Conference, American Water Works Association Sustainable Management Conference, and Lone Star Sustainability Forum, in addition to regional industry and leadership events.
Thomas holds a B.A. in Environmental Policy from Western Washington University and a Master of Public Administration from the University of Texas at Arlington.

Long before the titles, stages, and leadership roles, he learned about leadership through responsibility and service.
He’s a husband to an incredible woman, a father of five boys, an athlete, a coach, and someone who has spent most of his life serving communities and building teams.
His career started far closer to the front line than the executive office, and that continues to shape how he leads today.
He believe leadership isn’t about having the biggest title in the room. It’s about showing up, doing hard things, putting people first while challenging them to lead in ways this society desperately needs, and leaving something stronger than you found it.
Those lessons, from family, competition, public service, failure, and growth became the foundation for how he thinks about leading what’s next.
The path was never a straight line. It was built one opportunity, one challenge, and one lesson at a time.
Thomas began his career doing the work - installing infrastructure, maintaining systems, and learning what leadership looked like from the front lines.
Over the next two decades, the responsibility kept growing. He went from laborer to project manager, infrastructure manager, industry expert, and ultimately an Executive changing the way leaders build community. Through all this, the work was leading and challenging people, organizations, major infrastructure programs, and communities through periods of significant change.
But the titles aren't the story.
The story is what happens between them.
Thomas learned to lead people whose jobs he once performed. To make decisions when there wasn't a perfect answer. To build teams capable of accomplishing things bigger than any one person. And eventually, to develop other leaders who could do the same, far better than he could, and take the successes to new levels without him.
That journey became the foundation for Lead What's Next.
Leadership isn't defined by how far you climb. It's defined by how many people you prepare to climb after you.
More than two decades later, the work looks different but, the mission hasn’t changed.
Today, Thomas serves as an Executive in one of the fastest-growing regions in the country, leading an organization through rapid growth, major infrastructure investment, economic development, and organizational change.
But his perspective was built long before the executive office.
He has worked his way from the field to the C-suite starting as a laborer, then managing water systems and capital projects, leading large teams, serving in many leadership roles, and deploying a radically different leadership style than the ones we see in most of todays organizations.
Along the way, he has led frontline employees, technical teams, executives, and entire organizations. He has managed critical infrastructure, helped deliver billions of dollars in capital investment, navigated complex public policy, and worked on some of the most consequential challenges facing growing communities.
That journey is what shaped his approach to leadership.
Thomas doesn’t teach leadership from theory. He speaks from more than 20 years of experiencing what happens when organizations grow, expectations change, old systems stop working, and leaders have to decide what comes next.
From the field to the executive office, one lesson has remained the same… the next generation of challenges will require the next generation of leaders.
